DAAD HELMUT-SCHMIDT-PROGRAMME MASTER’S SCHOLARSHIPS 2025 FOR PUBLIC POLICY AND GOOD GOVERNANCE FOR STUDY IN GERMANY (FULLY FUNDED)

Are you a rising star from a developing country with a passion for democracy and social justice?
The Helmut-Schmidt Scholarship program empowers future leaders from developing countries to pursue Master’s degrees in Germany and contribute to positive change in their home regions.
Who can apply?
- Recent graduates (Bachelor’s or equivalent) with strong academic records in social sciences, law, economics, public policy, or administration.
- A commitment to social, political, and economic development in your home country.
- Relevant experience such as internships, volunteer work, or community involvement.
Benefits:
- Full tuition coverage for a Master’s degree program relevant to development.

Program details:
- Master’s programs begin in September/October 2025.
- Courses are taught primarily in English and have a global focus.
- You’ll receive ongoing support from program coordinators throughout your studies.
Eligibility:
- You cannot hold a Master’s degree already (unless you can convincingly justify needing another one).
- Your last university degree must be within the past six years.
- You cannot have spent more than 15 months in a non-DAC listed country recently.
Selection process:
- A committee reviews applications in October/November 2024.
- Shortlisted candidates are contacted by DAAD to submit full documents.
- Final decisions are made and all applicants are notified by December/January 2025.
Application documents:
- Completed checklist and signed criteria list.
- DAAD application form (typed or clearly written).
- One letter of motivation explaining your academic, professional, and personal reasons for applying, your choice of program(s), and how they will benefit you (max 2 pages). Use the same letter for both programs if applying to two.
- Reverse chronological CV in Europass format (including a date) with details about your education and experience (explain gaps of 3+ months).
- Copies of higher education degree certificates (translated if not in English or German).
- Full transcripts of records with grading system explanation (translated if not in English or German).
- Proof of relevant work experience, internships, or community service (originals or certified digital signatures required).
- Proof of English language skills.
- Current written reference from your employer or university lecturer (originals or certified digital signatures required).
