MIXED RESPONSES ENSUE TINUBU’S ENDORSEMENT OF ORONSAYE REPORT EXECUTION.
The approval of President Bola Ahmed Tinubu’s directive on the Oronsaye report implementation, involving modifications such as the scraping, merging, and subsuming of certain government agencies to reduce governance costs, has sparked varied responses.
A coalition of civil society organizations (CSOs) has called on the president to collaborate with the National Assembly in executing the report. Some analysts expressed the view that the president should have obtained the National Assembly’s approval before implementation.
In interviews with Daily Trust, three prominent CSOs expressed reservations about the president’s approach. Malam Auwal Musa Rafsanjani, Executive Director of the Civil Society Legislative Advocacy Centre (CISLAC) and Transparency International-Nigeria (TI-Nigeria), welcomed the approval but raised concerns about the lack of consultation with the National Assembly on agency mergers or scrapping.
Rafsanjani emphasized the national significance of the president working with the National Assembly, asserting that constitutional and legislative amendments are required for legitimacy and adherence to due process and the rule of law. He called on the president to consider the legal and political consequences of such decisions made without due consultation.
Comrade Ibrahim M. Zikirullahi, Executive Director of the Resource Centre for Human Rights and Civic Education (CHRICED), noted that while President Tinubu may have good intentions, a lack of clarity in strategies could hinder positive results. Zikirullahi suggested that involving the National Assembly in the decision-making process would have been advisable to avoid obstacles during implementation.
Tunde Salman, Team Lead/Convener of Good Governance Team (GGT) Nigeria, highlighted the need for the government to thoroughly think through the policy and devise an implementation roadmap or strategies, especially considering that legislative actions may be necessary for many aspects of the proposed restructuring.
